She pointed out to the main challenges such is terrorism, cyber warfare, non-state actors, robotic war, weapons of mass destruction and privatization of armed conflict. She said in her explanation on cyber warfare that it is very difficult to find who is committed the crime and who is responsible is it state, individual or the system. We are today facing not traditional wars but more advance and more technological war one of them is war in large cities by non state actors that International Humanitarian Law is violated by different groups. She added privatization of war is one of our today’s challenges for deployment and implementation of IHL in the field.
She also international organizations (IOs), troops contributing countries (TCCs) and Command & Control arrangement in the context of determining who is a party to an armed conflict involving multinational forces she added; To identify the parties to an armed conflict, one must determine the entity (the IO and/or the TCCs) to which the acts of war carried out by multinational forces can be attributed. This question is based on the notion of control.
To do so, we must analyse the level of control exerted by the international organisation (IO) over the troop put at its disposal and look at the command and control arrangements.
Troops-contributing countries (TCCs) almost always retain some form of authority and control over their forces.
After Kristy Welch Professor Ekhlasi talked about “Implementation and Deployment’s of International Humanitarian Law in Afghanistan” he divided his topic on three main parts.
